The Supreme Court asked 6,000-odd NGOs to go back to the government for redressal of their grievances on non-renewal of their Foreign Contribution Regulation Act (FCRA) registration.
About:
- The FCRA was enacted during the Emergency in 1976 in an atmosphere of apprehension that foreign powers were interfering in India’s affairs by pumping in funds through independent organisations. These concerns had been expressed in Parliament as early as in 1969.
- The law sought to regulate foreign donations to individuals and associations so that they functioned “in a manner consistent with the values of a sovereign democratic republic”.
- An amended FCRA was enacted under the UPA government in 2010 to “consolidate the law” on utilisation of foreign funds, and “to prohibit” their use for “any activities detrimental to national interest”.
- The law was amended again by the current government in 2020, giving the government tighter control and scrutiny over the receipt and utilisation of foreign funds by NGOs.
- Broadly, the FCRA requires every person or NGO wishing to receive foreign donations to be registered under the Act, to open a bank account for the receipt of the foreign funds in State Bank of India, Delhi, and to utilise those funds only for the purpose for which they have been received and as stipulated in the Act.
- They are also required to file annual returns, and they must not transfer the funds to another NGO.
- The Act prohibits receipt of foreign funds by candidates for elections, journalists or newspaper and media broadcast companies, judges and government servants, members of legislature and political parties or their office-bearers, and organisations of a political nature.
Scientists from IIT Kharagpur have developed a portable, user-friendly, and non-invasive device for detecting oral cancer in resource-constrained clinical settings.
About:
- Experts from the Guru Nanak Institute of Dental Sciences and Research in West Bengal supervised the clinical trials, and have established the efficacy of the new method in differentiating cancerous and precancerous stages of suspected oral abnormalities, as verified by high-standard biopsy reports.
- The research has been published recently in the prestigious Proceedings of the National Academy of Sciences (PNAS), USA.
- This is a low-cost, handheld imaging device to screen oral cancer and precancer based on measured change in blood flow rate of the tissue from thermal imaging and analytics.
- The handheld unit combines various sensors and controllers that feed the measured data to a computer simulation engine to classify normal, precancer and cancer cases in the oral cavity without needing referral to specialised medical centres for resource-intensive diagnostic procedures.

- Cancer of the oral cavity remains one of the major causes of morbidity and mortality in socially-challenged and underserved communities.
- There is an 80 per cent chance on average of a five-year survival rate if diagnosed early; the survival rate drops to 65 per cent or less in more advanced stages of the disease.
- In reality, most oral cancers remain undetected until they have reached an advanced stage.
The Prime Minister, Shri Narendra Modi has expressed deep grief over the demise of noted Kathakali dancer Ms. Milena Salvini.
About:
- Milena Salvini (1930s – 25 January 2022) was an Italian-born French exponent and teacher of Indian classical dance.
- Especially known for her services to Kathakali, in 2019 she was awarded India's fourth highest civilian award, the Padma Shri.
- In 1962, Salvini obtained a two-year scholarship to train in Kathakali at the Kerala Kalamandalam. Upon her return to France, she established a tour by the Kathakali troupe of the Kalamandalam under the auspices of UNESCO.
- Salvini died in Paris on 25 January 2022 at the age of 84.
A joint maritime exercise Paschim Lehar (XPL-2022) conducted by the Indian Navy off the West Coast was concluded on 25 January 2022.
About:
- The exercise was conducted over a duration of 20 days with an objective to validate operational plans of the Western Naval Command and enhance Inter-Service synergy among the Indian Navy, IAF, Indian Army and Coast Guard.
- The exercise was conducted under the aegis of FOC-in-C, Western Naval Command.
- The intra-theatre exercise included mobilisation and participation of over 40 ships and submarines of the Indian Navy.
In an important milestone in S&T Cooperation between India and France an MoU was signed between CSIR and Institut Pasteur with a scope for cooperation in health research.

- CSIR and Institut Pasteur would be jointly researching and focusing on emerging and remerging infectious diseases and inherited disorders and enable delivery of effective and affordable healthcare solutions not only for the people of India and France but for the global good.
- The MoU provides for developing potential scientific and technological cooperation and networking in advanced and emerging areas of Human Health between scientists and institutes/laboratories of CSIR and Institut Pasteur and its international network.
- The Council of Scientific and Industrial Research (CSIR) was established by the Government of India in 1942 as an autonomous body that has emerged as the largest research and development organisation in India.
The President of India has approved the conferment of Jeevan Raksha Padak Series of Awards - 2021 on 51 persons which includes Sarvottam Jeevan Raksha Padak to 06, Uttam Jeevan Raksha Padak to 16 and Jeevan Raksha Padak to 29 persons. Five awardees are posthumous.
About:
- The Jeevan Raksha Padak series of awards are given to a person for meritorious act of human nature in saving the life of a person. The award is given in three categories, namely, Sarvottam Jeevan Raksha Padak, Uttam Jeevan Raksha Padak and Jeevan Raksha Padak. Persons of all walks of life are eligible for these awards. The award can also be conferred posthumously.
- The decoration of the award (medal, certificate signed by the Union Home Minister and lump sum monetary allowance) is presented to the awardee in due course by the respective Union Ministries/Organizations/State Government to which the awardee belongs.
INS Khukri, lead ship of the Indian Navy’s Khukri class corvettes and an indigenous surface-to-surface missile fitted vessel that had the distinction of being part of both, the Western and Eastern Fleets, is scheduled to be handed over to the Diu Administration on 26 January 2022.
About:
- Built by Mazagon Dock Shipbuilders, the ship was commissioned on 23 August 1989 in Mumbai.
- After more than 32 glorious years of service to the nation and having participated in all forms of naval operations, the ship was decommissioned in a solemn ceremony on 23 December 2021.
- The decommissioned vessel is the second ship of the Navy to carry the name INS Khukri, the first having been lost during the 1971 Indo-Pak War off the coast of Diu.
- As part of developing and revitalising the Khukri Memorial at Diu, the Diu Administration has plan to develop the ship as a full-scale museum.
Minister of Commerce & Industry Piyush Goyal reviewed the pace of implementation of infrastructure projects being monitored through the Project Monitoring Group (PMG) portal.

- PMG portal of Invest India is a unique institutional mechanism to facilitate resolution of bottlenecks in infrastructure projects with investments upward of ₹ 500 crores and do milestone-based project monitoring of the same.
- Projects of infrastructure ministries such as Road, Transport and Highways; Railways; Petroleum and Natural Gas; New and Renewable Energy; Power; etc are listed on the portal.
- The PMG mechanism allows project proponents to raise issues with concerned government agencies which are causing hindrances in implementation of projects.
- Presently, PMG is monitoring 1,351 under implementation projects with total anticipated investment of approximately INR 48.94 lakh crore.
- Issues raised on PMG portal pertain primarily to land acquisition (about 40%); grant of right of use/ right of way (25%); and forest, environment and wildlife clearances (14%).
- In 2021, PMG also incorporated milestone based monitoring of projects. This feature will allow for forecasting delays in projects to avoid time and cost overruns and identify agencies and authorities responsible for delays.
The 12th National Voters’ Day was celebrated across the country today on January 25, 2021.
