1. RBI’S $5 BILLION DOLLAR-RUPEE SWAP
The Reserve Bank of India (RBI) conducted a $ 5 billion dollar-rupee swap auction as part of its liquidity management initiative, leading to infusion of dollars and sucking out of the rupee from the financial system.
About:
- The RBI sold $5.135 billion to banks on March 8 and simultaneously agreed to buy back the dollars at the end of the swap settlement period.
- When the central bank sells dollars, it sucks out an equivalent amount in rupees, thus reducing the rupee liquidity in the system. Dollar inflow into the market will strengthen the rupee which has already hit the 77 level against the US dollar.
- The swap auction can be done in the reverse way also when there is shortage of liquidity in the system. The RBI then buys dollars from the market and releases an equivalent amount in the rupees.
Comment:
- The central bank’s move will reduce the pressure on inflation and strengthen the rupee.
- With the rupee under pressure and inflation posing a big risk to the economy, the central bank is expected to come out with more such measures to rein in inflation and prevent a big slide in the rupee.
2. NEET-UG
The upper age limit for appearing in the National Eligibility-cum-Entrance Test (Undergraduate) [NEET-UG] has been removed.
About:
- The announcement was made through a circular issued by the National Medical Commission (NMC) after a meeting.
- In a letter, Pulkesh Kumar, Secretary, NMC, has asked the National Testing Agency to remove the maximum age criterion from the information bulletin of the NEET-UG.
- The NMC, which regulates medical education and medical professionals in India, said: “It has been decided in the 4th NMC meeting held on October 21, 2021 that there should not be any fixed upper age limit for appearing in the NEET-UG examination.”
- The process for official notification to suitably amend the Regulations on Graduate Medical Education 1997 to this effect has been initiated.
- Earlier, the age limit was 25 for general category candidates and 30 for those in the reserved category.

3. UPI123Pay
On March 8, the Reserve Bank of India launched a new Unified Payments Interface (UPI) payments solution for feature phone users dubbed ‘UPI123Pay’.
About:
- The new UPI-based service is designed to bring the digital payments platform closer to a significant number of feature phone mobile subscribers in the country, which is estimated to be more than 40 crore.
- The new UPI payments system offers users four options to make payments without internet connectivity:
- Interactive Voice Response (IVR),
- app-based functionality,
- missed call facility and
- proximity sound-based payments.
- Interactive Voice Response (IVR),
- Using the IVR option, users would be required to initiate a secured call from their feature phones to a predetermined IVR number and complete UPI on-boarding formalities to be able to start making financial transactions like money transfer, mobile recharge, EMI repayment, balance check, among others.
- The missed call facility will allow users to access their bank account and perform routine transactions such as receiving, transferring funds, regular purchases, bill payments, etc., by giving a missed call on the number displayed at the merchant outlet. The customer will receive an incoming call to authenticate the transaction by entering UPI PIN.
- They could also install an app on their feature phone through which several UPI functions, available on smartphones, will be available on their feature phone, except scan and pay feature which is currently not available.
- Finally, they could utilise the proximity sound-based payments option, which uses sound waves to enable contactless, offline, and proximity data communication on any device.

4. CRICKET
The Marylebone Cricket Club (MCC) has announced its new code of laws, to be effective from October 1.
Applying saliva to the ball:
- One of the key changes has been a complete ban on applying saliva to the ball irrespective of the Covid situation.
- MCC’s research found that applying saliva to the ball had little or no impact on the amount of swing the bowlers were getting. Players were using sweat to polish the ball, and this was equally effective.
Mankading
- The MCC, the custodians of the Laws of Cricket, also accepted Mankading (or Browned, as Sunil Gavaskar calls it) as a normal mode of running out the non-striker, removing it from Law 41 (Unfair play) and clubbing it with Law 38 (Run out).
- In 1948, when the legendary Indian all-rounder Vinoo Mankad had run-out Australia’s Bill Brown at the non-striker’s end after duly warning the latter for backing up too far, he was heavily criticised and the Mankading phrase was coined.

5. NATIONAL LAND MONETIZATION CORPORATION (NLMC)
The Union Cabinet has approved the setting up National Land Monetization Corporation (NLMC) as a wholly owned Government of India company with an initial authorized share capital of Rs 5000 crore and paid-up share capital of Rs 150 crore.
About:
- Department of Public Enterprise, Ministry of Finance, will set up the company and act as its administrative ministry.
- NLMC will undertake monetization of surplus land and building assets of Central Public Sector Enterprises (CPSEs) and other Government agencies.
- The proposal is in pursuance of the Budget Announcement for 2021-22.
- With monetization of non-core assets, Government would be able to generate substantial revenues by monetizing unused and under-used assets.
- At present, CPSEs hold considerable surplus, unused and under used non-core assets in the nature of land and buildings. For CPSEs undergoing strategic disinvestment or closure, monetization of these surplus land and non-core assets is important to unlock their value.

6. INTERNATIONAL CENTERS FOR EXCELLENCE IN RESEARCH (ICER)
The Union Cabinet was apprised of a MoU signed between the Indian Council of Medical Research (ICMR) and the National Institute of Allergy and Infectious Diseases (NIAID), National Institute of Health of Department of Health and Human Services, USA, in September 2021.
About:
- It was signed in accordance with Rule 7(d)(i) of Second Schedule of Government of India (Transaction of Business) rules 1961.
- Objectives of the MoU: Cooperation shall be undertaken primarily in Chennai, India at the National Institute for Research on Tuberculosis (NIRT) of ICMR in the scientific area.
- Background: The Indo-US joint statement was originally signed in 2003 for the establishment of an International Center for Excellence in Research (ICER) in Chennai. The same has been extended in 2008 and again renewed in 2017 and now renewed as MOU.
- The ICER is located in Chennai and is a partnership between NIAID and the National Institute for Research on Tuberculosis (NIRT) of ICMR.

7. MOU BETWEEN ICMR AND DFG, GERMANY
The Union Cabinet was apprised of a MoU signed between the Indian Council of Medical Research (ICMR) and Deutsche Forschungsgemeinschaft e.V. (DFG), Germany in December 2021 and in accordance with Rule 7(d)(i) of the Second Schedule of Government of India (Transaction of Business) rules 1961.
About:
- Objectives of the MoU is Cooperation in the field of medical sciences/health research in areas including Toxicology, Neglected (Tropical) disease, rare diseases and any other areas of mutual interest.
- The cooperation in scientific research and technological development includes the joint funding of scientific research projects as well as the exchange of researchers, funding of joint seminars, symposia and workshops which would be of high scientific standard and beneficial to the advancement of science, significant from a scientific point of view.

8. WHO GLOBAL CENTRE FOR TRADITIONAL MEDICINE
The Union Cabinet has approved the establishment of the WHO Global Centre for Traditional Medicine (WHO GCTM) in Jamnagar, Gujarat by signing a Host Country agreement between the Government of India and the World Health Organization (WHO).
About:
- The WHO GCTM will be established in Jamnagar under the Ministry of AYUSH.
- This would be the first and only global outposted Centre (office) for traditional medicine across the globe.
- Tedros Adhanom Ghbereyesus, Director General, World Health Organization announced the establishment of WHO GCTM in India on the occasion of 5th Ayurveda Day on 13th November, 2020
- A Joint Task Force (JTF) is constituted for coordination, execution and monitoring of activities for the establishment of this Centre. JTF comprises representatives from the Government of India, Permanent Mission of India, Geneva and the World Health Organization.

9. MINES AND MINERALS (DEVELOPMENT AND REGULATION) ACT, 1957
The Union Cabinet has approved the proposal of the Ministry of Mines for amendment of Second Schedule of the Mines and Minerals (Development and Regulation) Act, 1957 for specifying the rate of royalty in respect of Glauconite, Potash, Emerald, Platinum Group of Metals (PGM), Andalusite, Sillimanite and Molybdenum.
About:
- The approval would ensure auction of mineral blocks in respect of Glauconite, Potash, Emerald, Platinum Group of Metals, Andalusite and Molybdenum thereby reducing import of these minerals.
- Rate of royalty for Andalusite, Sillimanite and Kyanite which are mineral polymorphs are kept at the same level.
- The approval would ensure auction of mineral blocks in respect of Glauconite, Potash, Emerald, Platinum Group of metals, Andalusite and Molybdenum for the first time in the country.
- Minerals like Glauconite and Potash are used as fertilizer in agriculture. Platinum Group of Metals (PGM) are high value metal used in various industries and new innovative applications. Minerals like Andalusite, molybdenum are vital minerals used in industrial applications.

10. SAHITYOTSAV
Sahityotsav, the Festival of Letters of Sahitya Akademi, India’s most inclusive literature festival will be held from 10th to 15th March 2022 in New Delhi.
About:
- Festival of Letters 2022 will be a part of the celebrations to commemorate 75th anniversary of India’s Independence.
- The Exhibition will showcase Akademi‘s achievements and seminal events held in the previous year. The prestigious Sahitya Akademi Awards will be presented to the 24 Award winners on 11th March 2022.
Sahitya Akademi
- The Sahitya Akademi, India's National Academy of Letters, is an organisation dedicated to the promotion of literature in the languages of India.
- Founded on 12 March 1954, it is supported by, though independent of, the Indian government (Ministry of Culture).
- Its office is located in Rabindra Bhavan in Delhi.
- It initially functioned under executive order, but was subsequently registered as a society under the Indian Societies Registration Act, 1860.
