1. LUGANSK AND DONETSK TERRITORIES
Russian President Vladimir Putin will recognise the independence of eastern Ukraine’s separatist republics, the Kremlin said in a statement, adding that he had informed the French and German leaders of his decision.
About:
- Earlier, the rebel leaders of eastern Ukraine’s separatist Donetsk and Lugansk territories had appealed to Mr. Putin to recognise them as independent.
- The conflict in the separatist regions began in 2014, when rebels loyal to Russia seized government buildings in Donetsk and Luhansk, beginning a long trench war with Ukrainian forces. More than 13,000 people have died in fighting in the region since.
- Russia’s recognition of the two regions, the so-called Donetsk People’s Republic and Luhansk People’s Republic, could allow separatist leaders to request military help from Russia, further easing a path for a military offensive, Ukrainian officials say.
- Ukraine would likely interpret that as Russian troops entering Ukrainian territory.
2. FUNDAMENTAL DUTIES
The Supreme Court asked the Union and the State governments to respond to a petition to enforce the fundamental duties of citizens, including patriotism and unity of the nation, through “comprehensive, well-defined laws”.
About:
- Background: The Fundamental Duties were incorporated in Part IV-A of the Constitution by the Constitution 42nd Amendment Act, 1976, during Emergency under Indira Gandhi’s government. The amendment came at a time when elections stood suspended and civil liberties curbed.
- How many? Today, there are 11 Fundamental Duties described under Article 51-A, of which 10 were introduced by the 42nd Amendment and the 11th was added by the 86th Amendment in 2002, during Atal Bihari Vajpayee’s government.
- Status: These are statutory duties, not enforceable by law, but a court may take them into account while adjudicating on a matter.
- Objective: The idea behind their incorporation was to emphasise the obligation of the citizen in exchange for the Fundamental Rights that he or she enjoys.
- The concept of Fundamental Duties is taken from the Constitution of Russia.
The 11 Fundamental Duties are:
- To abide by the constitution and respect its ideals and institutions, the National Flag and the National Anthem
- To cherish and follow the noble ideals which inspired our national struggle for freedom
- To uphold and protect the sovereignty, unity and integrity of India — it is one of the preeminent national obligations of all the citizens of India.
- To defend the country and render national service when called upon to do so
- To promote harmony and the spirit of common brotherhood amongst all the people of India transcending religious, linguistic and regional or sectional diversities; to renounce practices derogatory to the dignity of women
- To value and preserve the rich heritage of our composite culture — our cultural heritage is one of the noblest and richest, it is also part of the heritage of the Earth
- To protect and improve the natural environment including forests, lakes, rivers and wild life and to have compassion for living creatures
- To develop the scientific temper, humanism and the spirit of inquiry and reform
- To safeguard public property and to abjure violence
- To strive towards excellence in all spheres of individual and collective activity so that the nation constantly rises to higher levels of endeavour and achievement
- Who is a parent or guardian to provide opportunities for education to his child or, as the case may be, ward between the age of six and fourteen years.
3. PRADHAN MANTRI GRAM SADAK YOJANA (PMGSY)
Union Minister for Rural Development and Panchayati Raj Giriraj Singh will launch Rural Connectivity GIS Data in Public Domain on 22nd February, 2022 in India Habitat Centre, New Delhi.
About:
- Pradhan Mantri Gram Sadak Yojana (PMGSY) was launched in the year 2000, with an objective to provide all-weather road connectivity to eligible unconnected habitations throughout the nation.
- Later on upgradation and consolidation of through routes and major rural links was also included as its objective to give fillip to the rural economy. Since inception, 7.83 lakh Km roads have been sanctioned and 6.90 lakh Km have been constructed with an expenditure of Rs. 2.69 lakh crores.
- As part of the implementation of PMGSY, GIS data for 800,000+ rural facilities as points, 1 Million + habitations and 25,00,000+ km of rural roads have been collected and digitised using GIS platform developed for the scheme. The collected rural connectivity GIS data will be available to the public.
Gati Shakti
- NRIDA, the nodal implementation agency of PMGSY scheme will be signing MoU with 3 renowned GIS Firms & collaborating with Gati Shakti for releasing the Rural Connectivity GIS Data in Public Domain.
- Gati Shakti is a national master plan and digital platform to plan and execute infrastructure projects in India to reduce logistics costs and enhance infrastructure. NRIDA is collaborating with
- Gati Shakti with an objective to exchange the data for the better planning and implementation of both the schemes.
4. INFRASTRUCTURE PROJECTS IN JAMMU AND KASHMIR
Union Minister and MP from Udhampur-Kathua-Doda Lok Sabha constituency, Dr Jitendra Singh, announced that Khilani - Goha - Sudhmahadev National highway will become functional early next year in district Doda.
About:
- Khilani - Goha - Sudhmahadev National highway links Kalota and Humbal, and National High Altitude Medicinal Plant Bhaderwah.
- He further informed that National Institute of High Altitude Medicinal Plant will be functional in March next year paving a way for developmental activities in the doda district.
- Also, Kishtwar's Rattle Hydropower Project has been revived after over eight years.
- The Ratle Hydroelectric Plant is a run-of-the-river hydroelectric power station currently under construction on the Chenab River, downstream of the village near Drabshalla in Kishtwar district of the Indian Union Territory of Jammu and Kashmir.
5. DODA BRAND PRODUCT
Union Minister and MP from Udhampur-Kathua-Doda Lok Sabha constituency, Dr Jitendra Singh, announced that Lavender has been designated as Doda brand product.
About:
- Doda is a town and a notified area committee in Doda district in the Indian union territory of Jammu and Kashmir.
- He said, Doda is the birthplace of India's Purple Revolution (Aroma Mission) and lavender can be promoted under ‘One District, One Product’ initiative of the Government of India to attract Agri- StartUps, entrepreneurs and farmers.
- CSIR-IIIM’s Aroma Mission is providing means of livelihood to budding farmers and Agri-Technocrats and promoting the spirit of entrepreneurship giving a boost to Start-Up India campaign.
- Regarding the Purple Revolution, the Minister emphasized that awareness/beneficiary programmes should be organised in Doda, Jammu and other districts and later in the rest of the country to showcase the lucrative aspects of lavender cultivation so that StartUps under Aroma Mission would be encouraged.
- This would also enhance the image of district Doda District that is the birthplace of Purple Revolution.
6. BORDER INFRASTRUCTURE & MANAGEMENT (BIM)
The Government of India has approved the continuation of the Central Sector Umbrella Scheme of “Border Infrastructure and Management” (BIM) over the 15th Finance Commission Cycle from 2021-22 to 2025-26, at a cost of Rs.13,020 crore.

- Ministry of Home Affairs is committed to improving border infrastructure and management.
- This decision will strengthen the border infrastructure for improving border management, policing and guarding the borders.
- The BIM scheme will help in the creation of infrastructure such as construction of border fence, border flood lights, technological solutions, border roads and Border Outposts (BOPs)/Company Operating Bases (COBs) to secure the Indo-Pakistan, Indo-Bangladesh, Indo-China, Indo-Nepal, Indo-Bhutan and Indo-Myanmar borders.
7. SHAKUNTALA CHOUDHARY
The Prime Minister, Narendra Modi has expressed deep grief over the passing away of noted Gandhian Shakuntala Choudhary Ji.
About:
- Shakuntala Choudhary (1920 – 2022), also known as Shakunthala Baideo, was an Indian social worker. Born in Assam, she was known for her commitment and devotion to the popularization of the Gandhian way of life.
- At an early age, in 1947, Choudhary joined the Assam branch of the Kasturba Gandhi National Memorial Trust (KGNMT) and continued her association with the Trust for the rest of her life.
- Shakuntala Choudhary was closely associated with Vinoba Bhave who was the initiator of the Bhoodan Movement.
- At Vinoba Bhave's instance, who was interested in promoting Devanagari script among different linguistic groups, Shakuntala Choudhary started a monthly magazine "Asomiya Vishwa Nagari" in Devanagari script which she edited for many years.
- Choudhary was also associated with of the "Ban Cow Slaughter Satyagraha" started by Vinoba Bhave in 1978.
- In 2022, the Government of India conferred the Padma Shri award.
8. MINSK AGREEMENTS
US authorities have warned Russia not to invade Ukraine and urged both countries to return to a set of agreements, which were signed in Minsk in 2014 and 2015, designed to end a separatist war by Russian speakers in eastern Ukraine.
MINSK I
- Ukraine and the Russian-backed separatists agreed a 12-point ceasefire deal in the Belarusian capital in September 2014.
- Its provisions included prisoner exchanges, deliveries of humanitarian aid and the withdrawal of heavy weapons, five months into a conflict that had by then killed more than 2,600 people – a toll that Ukrainian President Volodymyr Zelenskiy says has since risen to around 15,000.
- The agreement quickly broke down, with violations by both sides.
MINSK II
- Representatives of Russia, Ukraine, the Organisation for Security and Cooperation in Europe (OSCE) and the leaders of two pro-Russian separatist regions signed a 13-point agreement in February 2015.
- The leaders of France, Germany, Russia and Ukraine, gathered in Minsk at the same time, issued a declaration of support for the deal.
9. ANIMATION, VISUAL EFFECTS, GAMING, AND COMICS (AVGC) SECTOR
Ministry of Information and Broadcasting Secretary Apurva Chandra said the Animation, Visual Effects, Gaming, and Comics (AVGC) sector in the country could become the content creation factory of the world.
About:
- Chandra said the announcement on an AVGC Task Force in the Budget speech by Finance Minister Nirmala Sitharaman was a momentous event that recognised the sector’s importance and the role it played in creating employment.
- Although gaming startups in India have generated considerable investor interest over the years, the sector has not attracted enough attention from the government.
- Karnataka, one of the few states to have announced an Animation, Visual Effects, Gaming, and Comics (AVGC) policy, has been the notable exception.
- In January 2022, it launched its first centre of excellence for gaming, albeit nearly a decade after the policy announcement.
10. EXERCISE EASTERN BRIDGE-VI
The Indian Air Force (IAF) and Royal Air Force of Oman (RAFO) are scheduled to participate in a bilateral exercise named Eastern Bridge-VI from 21 to 25 February 2022 at Air Force Station Jodhpur.

- This would be the sixth edition of the exercise.
- It will provide an opportunity to enhance operational capability and interoperability between the Air Forces of India and Oman.
